Resumen

The economic conditions of Latinamerica point to a decrease in the social expenditure in the future. The crisis of the early eighties inveiled the real nature of the development process labeled as the Í€œeconomic miracleÍ€, that is, that the so called miracle had worked in favour of the consumption patterns of the middle and high income groups, in an imitative process of the such in developed areas. The gap between rich and poor was widened therefore. Nevertheless, the informal sector is imbued of a vitality and cultural strength that allows them to peruse its own ways apart from formal planning. The insufficiency seems to lie in the formal sector, specially among bureaucrats and academics: their present paradigms and actions do not seem to apply pr explain this vital movements of the informality. This second gap, that of cultural understanding and interpretation, has to be shortened and the only way to do so is to gather a better first hand knowledge of the real process occurring in this sector, coordinating in a continental strategy the academic media, the non government organizations that seem to have been successful in dealing with the informal sector and the informal sector itself.
