Abstract

Miss Medina presents a case study of the action of SERVIVIENDA after the disaster created by the eruption of the Nevado del Ruiz volcano in Colombia. She shows the ways the action was locally controlled and the idea of creating a revolving fund based on the large amounts of help that arrived to help the local communities affected by the disaster. The whole project was dismantled by the intervention of one of the large donors which simply skipped local channels and institutions and destroyed the whole idea of the revolving fund, frustrating any further intention of permament funding for local development.
