Abstract

This study aims to characterize and provide items to operate in flooded areas of Bella Union city. Although floodings cannot be defined as disasters, they strongly affect the local economy, as they have an impact on vulnerable sectors of the population. Its floodplain has increased since 1979 by the installation of Salto Grande dam. Compensation actions are presented as an opportunity for developing detailed studies of the area and defining further convergent and integrated actions to manage these areas. The methodology is based on the analysis of the interaction of water and territorial systems, recognizing different levels of risk in the affected area and the associated impacts. It considers both the level of hazard and vulnerability of its inhabitants. It also recognizes the potential of the area to incorporate the river to the city's collective imaginary.
