Abstract

The Barcelona model of local development has been intensely debated. Since itsÍ emergence during the 1980s, several authors have analyzed its characteristics as a model,Í and have highlighted both its strengths and weaknesses. However, less attention has beenÍ paid to the relationship between the model of local development and the model of culturalÍ policy, despite the fact that Barcelona is internationally reknowned for its cultural dynamism.
Usually, this model of cultural policy has been analyzed as an instrument withinÍ the local development agenda. The present article will show, based on an analysis of severalÍ exemplary cases, that the cultural policy of Barcelona has been strongly determined by theÍ model of local development. Likewise, cultural policy has attempted to respond to an endogenousÍ strengthening of local creativity, through not without several contradictions andÍ inconsistencies. However, in recent years, BarcelonaÍ€™s cultural policy has been increasinglyÍ instrumentalized for economic development and international projection of such development.Í
