The Colombian Free Housing Program. International Lessons on the Question of Gratuity

The Colombian government developed a housing program for low-income and extremely vulnerable households, which provided more than a hundred thousand homes free of cost. This article analyses the first phase of the program, using perceptual information shared by one thousand two hundred beneficiaries who responded to a face-to-face survey and telephone testimonials, shared by a segment of them. The operation of the program is also explained, based on interviews with officials involved in its formulation and three cases with alternative international programs are referenced. It includes a summary of Colombian housing policies. Applying the methodology of the Housing Observatory of the Universidad de Los Andes, the quality of some projects is verified, goals achieved and shortcomings due to location are revealed, but also a forceful transformation in the quality of life in households, which suggest including this option within a state policiesÍ€™ portfolio that enhances the right to a well-lived life.Metrics
